Position Overview:
As a Human Resources Administrative and Financial Analyst, you will play a key role in shaping and enhancing our HR processes and strategies. You will analyze HR data, provide insights to support decision-making, and assist in developing policies and programs that align with the department's goals. Your expertise will help drive our HR initiatives and contribute to the overall success of our school division.
Key Responsibilities:
- Data Analysis: Collect, analyze, and interpret HR data to identify trends, patterns, and areas for improvement.
- Reporting: Prepare and present comprehensive reports on HR programs, initiatives, and metrics, including turnover rates, employee satisfaction, and recruitment effectiveness.
- Budgeting/Bookkeeping: Assists in the preparation and management of the department's budget
- HR Programs: Assist in the development and implementation of HR programs and initiatives that support organizational objectives.
- Compliance: Ensure HR practices comply with legal and regulatory requirements. Monitor contracts under the Department’s purvue and update information as needed
- Employee Support: Provide data-driven insights to support employee relations, performance management, and talent development.
- Process Improvement: Identify opportunities to enhance HR processes and implement solutions to increase efficiency and effectiveness.
Starting salary hiring range: $56,560 - $68,000 depending on education, experience, and internal equity
Full Job Description
General Definition of Work:
Performs difficult professional, analytical, and administrative work for the department. Responsible for the department budget and the analysis of budget requests, program proposals, budget estimates, and the monitoring of fiscal resources used in achieving program and operational objectives for the department. Provides leadership for implementing web technologies. Develop and maintain department internal and external websites. Evaluates and helps integrate new software and other technologies to ensure that appropriate data is web-enabled in applications.
Essential Functions:
- Analyzes departmental documents and prepares reports.
- Researches and evaluates existing and proposed administrative or operational policies, practices, and techniques and recommends improvements.
- Responsible for monitoring and analyzing complex problems.
- Conducts in-depth and advanced research to compile information on the organization, work units, cost of services/programs, and benefits of services/programs.
- Conducts analyses to include statistical techniques (e.g. aggregation and disaggregation of data, correlations, T-tests, ANOVA.)
- Researches and writes monthly, annual, and special reports as required.
- Assists in the preparation of departmental/organizational budgets.
- Reports data, in various formats, i.e. spreadsheets, graphs, etc.;
- Uses technology skills to analyze and make recommendations to improve departmental/organizational functions.
- Maintains knowledge of state-of-the-art computer technology applications for organizations and departments.
- Completes surveys on a variety of functions and analyzes data.
- Develops and prepares public information materials.
- Prepares budget documents for a department(s), grants, and programs.
- Maintains a computerized database of annual budget information to be used for trend analysis and forecasting.
- Represents the departments as delegated on matters involving data processing.
- Follows up and carries out various administrative functions.
- Stays current with and evaluates or assists in the evaluations of internet-related technologies.
- Responsible for maintaining relevancy and accuracy of all pages related to Human Resources.
- Assists in projects to integrate web access into current and new applications.
- Responsible for maintaining the County’s basic web pages and for ensuring a uniform “look” for all county web pages.
- Works with Information Technology and users to help develop specifications for new applications, as well as changes to existing applications to ensure that appropriate web access is considered; Assists Information Technology and users by responding to questions and problems relating to web access;
- Provides coordination between various user departments during the implementation of web-enabling projects to ensure both interoperability and common interfaces for shared data.
- Acts as liaison between vendors and user departments;
- Monitors contracts under the Department’s purvue and updates information as needed

- Maintains operational aptitude of Centers of Expertise to support the periodic needs of the department.

Education and Experience:
Any combination of education and experience equivalent to graduation from an accredited four-year college or university with major work in business or public administration; five years related experience, including considerable experience as a web analyst, web administrator, systems analyst, or related experience.
Physical Conditions and Nature of Work Contacts:
Contacts are usually cooperative, however, require tact and diplomacy. External contacts with vendor companies and other information services agencies are necessary. Occasional need to perform urgent tasks to meet organizational deadlines. Frequent work activity after normal duty hours and occasional weekend duties are necessary.

Performance will be evaluated on ability and effectiveness in carrying out the above responsibilities.
