Position Summary

This position is responsible for providing assistance for the department’s payroll, recruitment and onboarding processes.

MAJOR DUTIES

  • Assists with new hire process for all employees. Facilitating transitions and hires within the Workday system ensuring accurate information is entered in timely achievement of payroll deadlines.
  • Oversees the full hiring process for student employment, including but not limited to posting job requisitions, managing the application process, hiring and completion of onboarding documents and orientation.
  • Verifies new hire paperwork for completeness, accuracy, and compliance with established College policies and procedures and applicable state and federal regulations prior to setting up new positions and employees in the payroll system; tracks and ensures completion of I-9 and other compliance documents.
  • Maintains compliance with federal, state, and local employment laws and regulations, and College policies and procedures; reviews policies and practices to maintain compliance. Manages the employment verification process including conducting internal audits and maintaining the records retention process in compliance with federal laws and guidelines.
  • Prepares, maintains and updates new employee information in Workday, databases, tracking logs and/or other related documents in support of recruiting and onboarding functions.
  • Manages the criminal background check process and ensures legal and internal processes compliance.
  • Manages the One Time Payments and Period Activity Pay Assignments process by working in collaboration with departments to enter payment requests. Ensures payments and pay rates are accurate and processed in a timely manner in alignment with payroll deadlines, including assisting Talent and Compensation Analyst with EIB uploads to Workday; obtains initial data from departments/schools ensuring proper approvals are obtained; assists in reconciling errors that occur during testing stages.
  • Conducts orientations, presenting HR information for new employees and Student Employees on an as needed basis; coordinates and conducts campus tours for New Hire Orientation and on an as needed.
  • Conducts trainings to college employees upon request.
  • Acts as point of contact for departments to assist with onboarding related issues, communicating with colleagues as needed to resolve in a timely manner.
  • Provides assistance with transcript collection and saving to employee files.
  • Assists with covering the Human Resources front desk by providing a welcoming environment, answering calls and assisting office visitors; assists applicants with recruitment related questions including job application process and status checks; assists with employment verifications in absence of Administrative Assistant.
  • Acts as back-up to the Administrative Assistant to the Vice President for Human Resources and Legal Activities.
  • Performs related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of modern office practices and procedures.
  • Knowledge of college and department policies and procedures.
  • Knowledge of employee recruitment and hiring principles, laws and regulations.
  • Knowledge of computers and job-related software programs.
  • Skill in prioritizing and organizing work.
  • Skill in managing time and determining priorities.
  • Skill in the use of such office equipment as a computer, scanner, fax machine, and copier.
  • Skill in oral, interpersonal and written communication.
  • Knowledge of data entry procedures and HRIS systems.
  • Ability to maintain confidential information.

SUPERVISORY CONTROLS

The Human Capital Management (HCM) Officer assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES

Guidelines include relevant state and federal employment laws, employee handbooks, and college and department policies and procedures. These guidelines are generally clear and specific, but may require some interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of related recruitment, administrative and Human Resources duties. Frequent interruptions and multiple competing deadlines contribute to the complexity of the position.
  • The purpose of this position is to provide support for human resources department operations. Successful performance contributes to the efficiency and effectiveness of those operations.

CONTACTS

  • Contacts are typically with co-workers, other college employees, students, the general public, and external agencies on an occasional basis.
  • Contacts are typically to give or exchange information, resolve problems, and provide services and training of College staff.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects.
  • The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position may assist in the supervision of student employees.

MINIMUM QUALIFICATIONS

  • Ability to read, write and perform mathematical calculations at a higher level than what is commonly associated with the completion of high school or equivalent.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with having had a similar position for two to three years.
